OTPa Freight System Action Plan

OnTrackPennsylvania represents a shift—from discussing the need for coordinated transportation planning—to actually designing, committing to, and implementing an optimal freight transportation Action Plan. This Action Plan will be built the only way it can for a plan this important to work—by those needed to implement the plan collaborating alongside all those who are affected by it, i.e. transportation providers, shippers, developers, planners, suppliers, funders, and citizens.

Step 4 - Chapter 4

Provides Assessment of Performance measures, Market Indicators and Measurement Sources.
Outlines modal costs, freight productivity and Freight Security and how is relates to
freight costs to shippers, carriers and consumers. There is also an assessment of the
changes in freight costs in Truck, Air, Water and Rail shipping.

Step 8 - Chapter 6 (conclusion)

Report States that there should be an effort between industry and different levels of government
to clearly define the performance measures and indicators of freight transportation.
