GAO Analysis of Surface Transportation Proposals

The Government Accountability Office issued an analysis of seven proposals to restructure federal surface transportation policy, including a document produced last year by AASHTO.

pp. 13 Step 4

 

"Federal Role in Freight and Goods Movement" This proposal provides projected freight volumes for 2035, as well as recommendation that freight stake holders come up with a strategy to sustain government funding as well as coming up with a plan for sustainable private funds.

 

pp. 16 Step 3

 

"Incorporate Performance and Accountability" This proposal requests that private freight rail agencies to provide the federal government with data so tracking freight will be simplified. Also explains why the federal government should focus on achieving an "outcome oriented approach" in its federal procedural requirements.
